
CAPTAIN (retired) Dr. Gail Hamilton, PhD, has over 45 years of experience in behavioral health and human services programs at the local, state, and federal levels.
Gail served 26 years as a military officer in the United States Public Health Service (USPHS), attaining the rank of Captain (06), and served special details to offices such as a U.S. Senator, Office of the Secretary of Health and Human Services, Office of the Secretary of Defense, and numerous appointments by the U.S. Surgeon General.
Gail currently serves as an Adjunct Professor at Florida State College in Jacksonville (FSCJ) developing, revising, and teaching courses for the School of Education and Human Services and the School of Business.
During her career, she had oversight of approximately $2 billion dollars in federal programs, grants, and contracts that increased maternal and child health, mental health, and education services to US citizens. She is the recipient of over 40 awards, medals, certificates, and accolades which acknowledged the work done to improve the plight of the underserved. Since joining the EmpoweHer ABWA
Chapter, she has served as the 2021-2023 Financial Director, was selected the 2023-2024 Woman of the Year, and currently serves as the 2023-2025 President, and the 2025 American Business Woman.
